This page provides general information about buying property in Dubai.
It is not financial, mortgage, investment, tax or legal advice, a recommendation, or an offer of credit. FairSqft does not arrange, broker, negotiate or submit mortgage applications through this page and does not collect bank leads or provide affiliate application links. Mortgage lending and the arranging or promotion of regulated financial activities are subject to UAE licensing requirements; this page does not act as an authorised mortgage intermediary. Contact an appropriately authorised provider directly for advice and a written quotation. Rates, fees, eligibility, property acceptance and product availability can change. Confirm the current terms, including the rate after any fixed period, benchmark, margin, minimum rate, insurance, charges and settlement terms, with the bank before making a commitment. Regulatory maximums do not guarantee approval. If you do not keep up mortgage or home-finance payments, you may lose the property.
Ways to buy
Cash purchase of a completed property
A cash purchase uses the buyer's funds instead of a new mortgage. It still requires the normal title, contract and registration checks. For a resale, the practical sequence is:
- Check the property and seller. Inspect the property and verify ownership and any mortgages, liens or other restrictions with DLD.
- Agree and sign the sale contract. The resale agreement commonly described as the memorandum of understanding (MoU) uses DLD's standard sale contract, Form F. Record the price, payment arrangements, completion conditions and responsibility for costs. An agent's appointment is a separate agreement where applicable.
- Obtain the developer's clearance. The current DLD sale service requires an electronic no-objection certificate (e-NOC) from the developer for freehold areas, through Dubai REST.
- Complete registration at a Real Estate Registration Trustee Office. The trustee verifies the documents and submits the transaction; DLD issues the title deed after registration. Confirm the settlement arrangements with the trustee before attending.

Timing: DLD lists 20 minutes for the sale-registration service. Its investor guide describes same-day transfer when complete documents are submitted early. These are registration-stage timings, not an end-to-end purchase promise. Contract preparation, developer clearance and any seller's mortgage settlement can take additional time; no current official market-wide duration for the entire cash purchase was verified. Mortgage or Islamic home finance
Residents and non-residents: lenders assess identity, income, existing commitments, the property and their own eligibility rules. Non-resident finance exists, but the regulatory ceilings below do not guarantee the same financing to a non-resident. For example, ADCB advertises up to 50% finance and up to 15 years for eligible non-residents. These are ADCB product limits. ADCB Standard Mortgage Loan, consulted 31 October 2026.
Conventional finance charges interest on the loan. Islamic home finance uses a Shari'ah-compliant contract and may describe the charge as profit or rental. For example, DIB explains property Ijarah as a purchase by the bank followed by leasing to the customer and eventual ownership transfer under the contract. Islamic finance must also comply with CBUAE mortgage requirements. Sources: DIB Home Finance KFS, product description; CBUAE Article 6, Shari'ah Compliant Finance, consulted 31 October 2026.
Fixed and variable pricing: an introductory fixed rate applies for the specified period and may then change to EIBOR plus a contractual bank margin. A variable product can use that formula from the outset. The EIBOR tenor, reset dates, margin and any minimum rate matter. A fixed margin does not make the total rate fixed. Some lenders also describe finance fixed for the full term; confirm the precise contract. Sources: Emirates NBD Home Loan KFS, DIB MyHome, consulted 31 October 2026.
Pre-approval comes before final approval. An approval in principle helps establish a budget; the bank still needs acceptable property valuation, documentation and final approval before funding. FAB describes that sequence expressly. HSBC says arranging its home loan takes up to 14 working days in most cases, depending on circumstances; this is its product guidance, not a Dubai-wide completion guarantee. Sources: FAB mortgage application process, HSBC Fixed-rate Home Loan, consulted 31 October 2026.
Developer payment plans: off-plan and post-handover
An off-plan payment plan spreads the purchase price according to the developer's sale and purchase agreement (SPA). Review the booking payment, construction-linked instalments, handover balance, default provisions and transfer conditions. Where payments are linked to construction progress, DLD explains the buyer's right to verify that the agreed milestone has been reached. Check the registered project and its escrow arrangements through DLD/Dubai REST, and obtain the provisional registration evidence. Sources: DLD FAQs, off-plan payments and escrow, DLD initial-sale registration, consulted 31 October 2026.
A post-handover payment plan leaves contractual instalments payable after delivery. Such plans exist: Dubai Government's Media Office documented one for Dubai South's South Living project. That announcement establishes the type of arrangement, not its current availability. No universal payment split, duration or currently bookable developer promotion is quoted here. The signed SPA determines the particular schedule. Dubai Media Office announcement, consulted 31 October 2026.
A developer instalment plan is different from a bank mortgage. Bank finance for an off-plan purchase remains subject to the applicable mortgage ceiling. Finance for a final payment on completion is a separate bank decision; HSBC publishes a last-payment finance feature for qualifying developer purchases. Do not assume that a later mortgage will cover the handover balance. Sources: CBUAE Article 3, HSBC Fixed-rate Home Loan, consulted 31 October 2026.
Refinancing and mortgage buyout
A buyout transfers an existing mortgage to another lender. Refinancing/equity release can involve borrowing against an already owned property. CBD officially describes both transferring a mortgage and releasing funds against a fully paid property. These require underwriting; a lower advertised rate does not establish a lower total cost. CBD Home Loans, consulted 31 October 2026.
Obtain the existing lender's liability statement, the new lender's written terms and a breakdown of settlement, valuation and registration costs. DLD publishes separate mortgage-transfer and mortgage-release services. Confirm which transaction route applies before adding charges together. Sources: DLD Mortgage Transfer, DLD Mortgage Release, CBUAE mortgage disclosure requirements, consulted 31 October 2026.
CBUAE mortgage limits and fee rules
These are regulatory ceilings, not approval entitlements. Lenders may apply stricter underwriting. The CBUAE regulation groups borrowers by nationality and property purpose; residence status also affects individual banks' products. A first purchase that is an investment should not automatically be treated as a first owner-occupied home. CBUAE Regulations Regarding Mortgage Loans, application and Article 3, consulted 31 October 2026.
Maximum loan-to-value (LTV)
LTV relates the loan to the property's appraised value. The cash-equity percentages below are calculated as the balance of the stated LTV; purchase costs are additional, and a valuation below the price can increase the cash required. CBUAE definitions, consulted 31 October 2026.
| Borrower and property | Maximum LTV | Minimum equity implied by that ceiling | Official source; consulted |

| UAE national, first house/owner occupier; value at or below AED 5 million | 85% | 15% | CBUAE Resolution 31/2/2020; 31 October 2026 |

| Expatriate, second/subsequent house or investment property, regardless of value | 60% | 40% | CBUAE Article 3; 31 October 2026 |
| Off-plan mortgage, regardless of purchaser category, purpose or value | 50% | 50% | CBUAE Article 3; 31 October 2026 |
Only one property per borrower qualifies for the first-house/owner-occupier category. For the exact threshold boundary, the amending resolution expressly includes a value equal to AED 5 million in the lower-value band for both nationality categories. CBUAE Resolution 31/2/2020, consulted 31 October 2026.
Affordability, term and age
| Rule | What the official source says | Official source; consulted |
|---|---|---|
| Debt burden ratio (DBR) | General maximum: 50% of gross salary and other regular income from a defined source, covering debt obligations. Affordability can require a lower limit. The mortgage stress test uses a rate 2–4 percentage points higher; introductory products are tested against their subsequent rate. | CBUAE Article 3; 31 October 2026 |
| Maximum mortgage term | 25 years. | CBUAE consolidated mortgage regulation; 31 October 2026 |
| Maximum financing amount | In addition to DBR/LTV constraints: up to 8 times annual income for UAE nationals and 7 times for expatriates. | CBUAE consolidated regulation, Article 3(4); 31 October 2026 |
| Age at final repayment | No single CBUAE maximum age should be quoted: the central age requirement was abolished, leaving the limit to lenders' risk-management and lending policies. | CBUAE age amendment and Resolution 96/2019; 31 October 2026 |
| Down-payment funding | Must come from the borrower's own resources, rather than personal loans or credit cards. | CBUAE Article 2; 31 October 2026 |
| Specific government housing programmes | A qualifying government-guaranteed local housing-programme loan for a UAE national's owner occupation may use a DBR ceiling of 60%. This is not the general mortgage limit. | CBUAE Article 5; 31 October 2026 |
The regulation also requires assessment of post-retirement affordability. Individual banks can publish different age and retirement-income criteria; obtain the applicable policy in writing. CBUAE Article 2, consulted 31 October 2026.
Processing and early-settlement charges
Early or partial settlement: the CBUAE notice sets a maximum of 1% of the outstanding balance or AED 10,000, whichever is less, exclusive of applicable VAT. The Consumer Protection Standards' fee annexure also lists the home-finance settlement caps. Sources: CBUAE Notice 3986/2019 and amended Appendix 2, Consumer Protection Standards, fee annexure, consulted 31 October 2026. Confirm the calculation and any contractual fee-free allowance with the lender.
Processing/arrangement: no universal numerical mortgage-processing cap was verified in those current CBUAE fee tables, so this page does not state one. The bank must disclose its fee and calculation; use the product's KFS, tariff and offer letter. A particular bank's fee is not a CBUAE-wide ceiling. Sources: CBUAE mortgage disclosure rules, Consumer Protection Standards, consulted 31 October 2026.
Purchase costs to budget for
These charges have different recipients and calculation bases. Obtain a transaction-specific completion statement rather than applying a single all-in percentage.
| Cost | Published charge or treatment | Official source; consulted |
|---|---|---|
| Completed-property sale registration | 4% total: DLD lists 2% seller and 2% buyer. Record any agreed allocation in the contract. | DLD Property Sale Registration; 31 October 2026 |
| Sale-registration administrative items | AED 250 title-deed certificate; AED 10 knowledge and AED 10 innovation fees. The schedule separately lists AED 225 unified map under Dubai Municipality, AED 100 map for land outside Dubai Municipality, and AED 250 for villas/apartments. Confirm which map/unit items apply; do not add every alternative automatically. | DLD Property Sale Registration; 31 October 2026 |
| Sale Trustee Office/service partner | AED 4,000 plus VAT for a sale at or above AED 500,000; AED 2,000 plus VAT below AED 500,000. | DLD Property Sale Registration; 31 October 2026 |
| Off-plan provisional sale registration | DLD lists 2% seller, 2% purchaser, AED 10 knowledge and AED 10 innovation fees. Its AED 1,000 Oqood self-registration item is labelled a fee for developers; check any contractual pass-through rather than assuming it is an additional universal buyer charge. | DLD initial-sale registration; 31 October 2026 |
| Mortgage registration | 0.25% of mortgage value; AED 250 title-deed issuance where applicable, plus AED 10 knowledge and AED 10 innovation items as specified by the service. | DLD Mortgage Registration; 31 October 2026 |
| Mortgage-registration service partner | DLD separately lists AED 4,000 plus VAT for the ordinary route and AED 5,000 plus VAT for provisional/Oqood registration. Ask the bank/trustee how these apply to a combined sale-and-mortgage transaction before adding another full partner charge. | DLD Mortgage Registration; 31 October 2026 |
| Developer NOC | Obtain the developer's current written charge and confirm who pays it. DLD requires the freehold developer e-NOC but its current sale-service page does not state a uniform developer tariff. No current market-wide NOC amount is asserted here. | DLD Property Sale Registration; 31 October 2026 |
| Bank valuation: examples, not a universal tariff | Emirates NBD: AED 3,150 for a completed property, inclusive of VAT. HSBC: AED 2,625 for valuation, for new purchases or balance transfers. | Emirates NBD KFS, HSBC rates and fees; 31 October 2026 |
| Bank processing/arrangement: examples | Emirates NBD KFS: 1.05% of the loan, non-refundable. HSBC new-purchase arrangement: 1.05% including VAT for Personal/Advance, or 0.525% including VAT for Premier/Private Bank; minimum AED 5,250 including VAT in either case. Product offers may differ. | Emirates NBD KFS, HSBC rates and fees; 31 October 2026 |
| Real estate agency | The commission is the amount/rate agreed in the brokerage contract. DLD requires that contract to state the commission rate. No universal mandatory agency percentage is quoted here. | DLD FAQs, brokerage contracts and commission; 31 October 2026 |
| Insurance/takaful and ownership costs | Check life/property cover, service charges and other recurring commitments separately. They are not included in the transfer-tax percentage or the advertised interest/profit rate. | ADCB mortgage product notes, DIB KFS; 31 October 2026 |
For a refinance, DLD's mortgage-transfer service lists 0.25% of mortgage value plus its specified title, knowledge/innovation and partner charges. A separate release route has its own fees. Obtain the applicable route and bank charges before calculating any savings. DLD Mortgage Transfer, DLD Mortgage Release, consulted 31 October 2026.
Published bank products and pricing
Banks are listed alphabetically by full name. This is a review of the named lenders, not an exhaustive market list or a ranking. All percentages are annual rates unless stated otherwise; margins are percentage points added to the named EIBOR tenor. An advertised starting rate, a KFS range and an individually approved rate are different things. Fees, insurance and eligibility can change the total cost.

No single current executable rate is established by these publications. | Main product page describes fixed/variable options without a numerical offer. Confirm current pricing, fixed period, EIBOR tenor, margin and floor directly with CBD.
